Hive Group is seeking an Acquisition Policy SME to provide expert level support to the customer’s acquisition and grants office, specifically to the policy and oversight. This position is responsible for interpreting, developing, and advising on procurement policy in alignment with federal acquisition regulations (FAR) and the Department of Commerce Acquisition Manual (CAM). The SME ensures policy documents, internal guidance, and tools are current, legally compliant, and effectively communicated to stakeholders across the agency.
Key Responsibilities:
Hive Group is seeking an Acquisition Policy SME to provide expert level support to the customer’s acquisition and grants office, specifically to the policy and oversight. This position is responsible for interpreting, developing, and advising on procurement policy in alignment with federal acquisition regulations (FAR) and the Department of Commerce Acquisition Manual (CAM). The SME ensures policy documents, internal guidance, and tools are current, legally compliant, and effectively communicated to stakeholders across the agency.
Key Responsibilities:
- Monitor changes to federal acquisition regulations, DOC directives and policies; advise leadership on impacts and implementation strategies.
- Draft, revise, and review acquisition policies, internal standard operating procedures (SOPs), templates, and guidance materials.
- Contribute to updates and strategic development of the Acquisition Process Guide (APG), ensuring timely content refreshes and regulatory alignment.
- Coordinate with stakeholders across the programs to gather input and ensure policy accuracy and usability.
- Provide interpretative guidance to Contracting Officers, Specialists, and other stakeholders on complex policy questions or novel procurement approaches.
- Assist in the development and execution of policy communication plan and strategic oversight initiatives.
- Support internal compliance reviews and policy audits, recommending corrective actions and improvements as needed.
- Lead or support policy-related training for staff and acquisition field delegates.
- Serve as liaison to other federal policy stakeholders to ensure consistency with broader acquisition policy frameworks.
- Assist with FOIA responses, policy briefings, and high-level data calls regarding procurement governance.
- Bachelor’s degree in Business, Public Policy, Law, or a related field (Master’s preferred).
- Minimum of 12 years of experience in federal acquisition, with at least 5 years in a policy or oversight capacity.
- Expert knowledge of the FAR, CAM, Executive Orders, and other federal procurement policies.
- Demonstrated experience drafting acquisition policy and interpreting regulatory changes for federal clients.
- Strong communication and stakeholder engagement skills.
- Ability to distill complex legal or regulatory material into actionable policy guidance.
- Experience supporting acquisition policy development tools and internal systems
