Hive Group is seeking a Program Manager to serve as the primary interface between the contractor team and the customer’s acquisition and grants office, overseeing the execution of acquisition and grants support services under a complex, multi-faceted BPA. The PM will ensure project performance, quality assurance, and compliance with all Federal regulations and specific policy directives. The ideal candidate will have proven experience managing large-scale federal contracts in acquisition and grants domains, leading diverse teams, and delivering exceptional service to federal customers.

Hive Group is seeking a Program Manager to serve as the primary interface between the contractor team and the customer’s acquisition and grants office, overseeing the execution of acquisition and grants support services under a complex, multi-faceted BPA. The PM will ensure project performance, quality assurance, and compliance with all Federal regulations and specific policy directives. The ideal candidate will have proven experience managing large-scale federal contracts in acquisition and grants domains, leading diverse teams, and delivering exceptional service to federal customers.
Responsibilities:
- Serve as the central point of contact (POC) for the Contracting Officer’s Representative (COR) and oversee communication with federal leadership.
- Manage the successful execution of all BPA Call Orders, ensuring that deliverables meet quality, schedule, and budget expectations.
- Lead strategic planning, resource allocation, risk mitigation, and execution of all task areas including acquisition services, grants management, audit, administrative, and program management.
- Supervise team leads and functional SMEs across geographically dispersed teams supporting all customer locations.
- Oversee staffing, including recruitment, onboarding, training, and performance evaluation of contract staff.
- Monitor and ensure compliance with FAR, Department of Commerce (DOC) Acquisition Regulations, and specific SOPs and policies.
- Review and approve deliverables, reports, monthly status updates, and project plans for accuracy and alignment with PWS requirements.
- Lead monthly and periodic status meetings with stakeholders; escalate and resolve performance or personnel issues promptly.
- Implement continuous improvement initiatives and corrective action plans when quality or performance issues are identified.
- Ensure timely submission of all required reports (e.g., staffing plans, burn rates, CLIN balances, travel summaries).
- Bachelor’s degree in Business, Public Administration, or a related field (Master’s preferred).
- Minimum of 15 years of federal procurement or grants management experience.
- At least 10 years in program/project management and personnel management roles.
- Experience leading programs or contracts supporting federal agencies with annual contract values exceeding $500M.
- In-depth knowledge of the Federal Acquisition Regulation (FAR), DOC Acquisition Manual (CAM), and acquisition and grants lifecycle processes.
- Strong leadership, communication, organizational, and analytical skills.
- Proven success managing remote and hybrid teams across multiple geographic locations.
