In this role, you will lead complex, high-visibility pre-award acquisition processes in close partnership with Contracting Officers (CO), Contract Specialists (CS), Contracting Officer’s Representatives (COR), and Program Managers.

The ideal candidate will bring deep expertise across the Federal Acquisition Regulation (FAR) pre-award lifecycle—driving market research, crafting robust procurement packages, and translating complex technical requirements into compliant solicitation documents. This position offers a strategic opportunity to manage major enterprise procurements while ensuring compliance and operational delivery across federal engagements.

Key Responsibilities

  • Concurrently and independently guide complex, high-dollar federal procurements through the pre-award lifecycle, providing expert technical and acquisition strategy advice to client stakeholders.
  • Conduct market research, evaluate contract vehicle alternatives (e.g., GWACs, Federal Supply Schedules, IDIQs, Full & Open Competition), and establish milestone schedules to meet mission timelines.
  • Author, review, and assemble complete pre-award procurement packages, including Task Order Requests (TOR), Requests for Quotes (RFQ), Acquisition Plans (AP), Statements of Work/PWS, Independent Government Cost Estimates (IGCE), Technical Evaluation Plans (TEP), Justifications & Approvals (J&A), and Determination & Findings (D&F).
  • Collaborate with technical leads and Integrated Product Teams (IPT) to translate IT and mission requirements into clear, defensible solicitation documents.
  • Identify contractual, technical, and schedule risks across the acquisition lifecycle and formulate effective mitigation strategies.
  • Provide administrative and logistical support for vendor outreach, pre-proposal conferences, industry days, Q&A cycles, and oral presentations.
  • Support Technical Evaluation Boards (TEB) by assisting in vendor proposal reviews and drafting clear, audit-ready technical evaluation reports.

Qualifications

  • Education & Experience: Bachelor’s degree in a relevant field with 6+ years of professional federal contracting experience (including 2+ years of dedicated federal acquisition project management experience); OR 8+ years of federal contracting experience with 4+ years of dedicated federal acquisition project management experience in lieu of a degree.
  • Demonstrated track record of drafting, reviewing, or evaluating complex professional services and technology-centric procurement documentation.
  • Strong knowledge of federal procurement processes, standard solicitation structures, and proposal development methodologies.
  • Exceptional technical writing, editing, and analytical skills with meticulous attention to detail.
  • In-depth understanding of various federal contract types, vehicles, and procurement structures under the FAR.
  • Thrives in fast-paced, high-volume environments with tight client delivery schedules.
  • Must be able to obtain and maintain a favorable federal background check (Public Trust eligibility required).

Preferred Qualifications

  • Expert proficiency in Microsoft Word (advanced formatting, custom templates, styles, and desktop publishing capabilities for client deliverables).
  • Prior experience supporting large-scale enterprise acquisitions or major multi-award contract vehicles (GWACs, IDIQs, OASIS/MAS, or agency assisted acquisition centers).

Compensation and Benefits The estimated compensation range for this position is $100,000 – $145,000 annually, depending on geographic location, specialized skills, relevant acquisition experience, and certifications.

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
