Program/Project Management Specialist III
Position Overview

We are seeking a Program/Project Management Specialist III (PPMIII) to provide program and project management support to the TSA Vetting Analysis Division (VAD).
This position is contingent upon contract award.
The PPMIII is responsible for supporting core mission operational tasks, requirements management, system enhancement implementations, quality control, and cross-functional stakeholder coordination across VAD’s vetting programs (e.g., Secure Flight, Credential Vetting, TSA PreCheck®, FTSP, TWIC, and HME).

The person in this role will be required to be on-site at the designated office location at least one day per week with respective team as assigned by Government lead and additional days as operationally needed, ensuring adequate support for in-person collaboration, meetings, and critical on-site activities. Schedule flexibility is required in the event of an actual emergency the Contracting Officer may direct the contractor to change work hours or locations or institute changes to telework posture.
Key Responsibilities
- Support the development, tracking, and maintenance of Integrated Master Schedules (IMS), Communications Plans, Quality Control Plans (QCP), and Performance Management Plans. Assist with drafting monthly status reports, risk management logs, and closeout documentation.
- Conduct comprehensive requirements-gathering sessions with VAD business owners. Analyze, document, and maintain user requirements, specifications, use cases, process flows, and data models across VAD technology lines.
- Assist in planning, designing, and executing User Acceptance Testing (UAT). Draft UAT scenarios, test cases, and job aids to support system rollouts and process improvements.
- Perform analysis of operational processes and system effectiveness to identify efficiency gains and submit actionable written recommendations to leadership.
- Facilitate cross-functional workshops and meetings with internal TSA offices, DHS components, and external entities. Document key decisions, action items, meeting minutes, and Standard Operating Procedures (SOPs).
- Assist in gathering, organizing, and reviewing Key Performance Indicators (KPIs) and Quality Control/Assurance (QC/QA) metrics to evaluate program performance trends.
- Ensure all recurring deliverables (status reports, KPI packages) achieve 95% on-time submission.
- Maintain a 90% first-pass acceptance rate on all deliverables with minimal to no rework required.
- Maintain 100% compliance with PWS requirements and applicable TSA/DHS standards.
Qualifications
- Bachelor’s Degree (BA/BS) with relevant project/program management experience supporting federal agencies.
- Proficiency in project management software (e.g., MS Project, Basecamp) and Microsoft 365 (Excel, SharePoint, Power Automate).
- Demonstrated experience with requirements-gathering, UAT testing, process modeling, and drafting technical/operational documentation.
- Strong written and verbal communication skills, with experience preparing briefing materials for government management.
- Must be able to pass and maintain a TSA Tier 2 Moderate Risk Public Trust background investigation.
- Positions based at TSA HQ (Springfield, VA) supporting IR&A require an active Secret clearance.
Compensation and Benefits
The estimated compensation range for this position is between $96,733 and $120,916 annually. Actual salary is determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
