Program / Project Analyst II
Position Overview
Hive Group, a HUBZone-certified SDVOSB and multiple award-winning organization, delivers innovative solutions for complex, mission-critical federal programs. We are seeking a Program Project Analyst II (PPA II) to support our TSA Trusted Traveler & Credentialing (TTC) program.
In this role, personnel will provide mid-level business process analysis, operational support, analytical modeling, and process re-engineering across TSA's Trusted Traveler & Credentialing (TTC) programs. Working within divisions such as Program Execution, Program Operations, or Business Capabilities, the PPA II evaluates operational workflows, defines business requirements, identifies root causes/dependencies, and supports the delivery of enhanced business capabilities and process improvements.
This position operates on a hybrid work schedule based out of Annapolis Junction, MD and/or TSA Headquarters in Springfield, VA. Candidates must be available to work on-site at assigned government facilities at least one day per week, with additional on-site days as needed to support in-person collaboration, high-level meetings, and operational needs.
Key Responsibilities
- Business Process Analysis & Optimization: Research, map, and analyze current-state business processes, operational workflows, and system interactions to recommend optimizations and drive continuous improvement.
- Requirements Gathering & Documentation: Document, refine, validate, and manage functional, technical, reporting, and operational requirements for vetting, credentialing, and enrollment systems.
- Workflow & Data Modeling: Perform data management, statistical analysis, trend analysis, and root-cause evaluation to support operational performance tracking and leadership decision-making.
- Standard Operating Procedures (SOPs) & Knowledge Artifacts: Develop, maintain, and update SOPs, process maps, job aids, training materials, knowledge base articles, and user guides.
- Stakeholder & Governance Engagement: Assist with stakeholder intake, requirements prioritization (e.g., Business Requirements Prioritization Process), action item tracking, decision logs, and coordination across technical and operational teams.
- Reporting & Analytical Briefings: Prepare process maps, dashboards, white papers, issue summaries, and weekly status materials for division leadership and program stakeholders.
Qualifications
- Education: Bachelor’s degree in Business, Public Administration, Information Systems, or a related field.
- Experience: Minimum 5 years of relevant experience in business process re-engineering, workflow analysis, systems development support, or program management support.
- Suitability: Must pass and maintain TSA Personnel Security suitability requirements prior to performance kickoff.
- Strong experience in process mapping, workflow assessment, gap analysis, and business process re-engineering (BPR).
- Proficiency in requirements gathering, traceability, and backlog management; familiarity with toolsets such as IBM Engineering Workflow Management (EWM) or similar workflow systems is preferred.
- Excellent written and verbal communication skills for technical editing, documentation, and executive briefing preparation.
- Proficiency with Microsoft Office (Visio, Excel, Word, PowerPoint) and collaboration tools (SharePoint/iShare).
Compensation and Benefits
The estimated compensation range for this position is between $70,000 and $80,200 annually. Actual salary is determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
