Position Summary

We are seeking a Program/Project Management Specialist 4 (PPM4) to support the Transportation Security Administration (TSA) Intelligence & Analysis (I&A) Vetting Analysis Division (VAD) under the Integrated Program Management Support Services (IPMSS) contract
This work is contingent upon contract award.
The PPM4 serves as key personnel. In this role the PPM4 will apply advanced program management principles and technical processes to complex intelligence, vetting, and operational support initiatives. The PPM4 leads cross-functional efforts, manages intricate project schedules, supports executive-level reporting, and collaborates directly with Government stakeholders to ensure mission alignment and operational efficiency.

The person in this role will be required to be on-site at the designated office location at least one day per week with respective team as assigned by Government lead and additional days as operationally needed, ensuring adequate support for in-person collaboration, meetings, and critical on-site activities. Schedule flexibility is required in the event of an actual emergency the Contracting Officer may direct the contractor to change work hours or locations or institute changes to telework posture.
Key Responsibilities
- Executive Program & Project Management: Develop, implement, and manage complex initiatives, concepts of operations (CONOPS), schedules, and integration strategies across VAD business lines.
- Technical & Budgetary Management: Apply technical processes to solve complex operational challenges, manage intricate project schedules (IMS), and deliver technical and budgetary briefings to Government leadership.
- Requirements & Optimization Support: Lead or support cross-functional workshops, user acceptance testing (UAT) planning, process assessment, and system enhancements for vetting and encounter management applications.
- Stakeholder Engagement & Collaboration: Partner with internal TSA offices, DHS components, and external entities to capture requirements, facilitate meetings, and align program activities with agency priorities.
- Deliverable & Report Management: Author, review, and finalize high-level program artifacts, including Monthly Status Reports, project plans, technical papers, specifications, and SOPs. Adjudicate comments from diverse stakeholder groups.
- Risk & Change Management: Identify, assess, and document operational risks, mitigation strategies, and change management impacts across Division systems.
Qualifications
- A Master's Degree is required. (BA/BS with 15+ years of relevant experience can substitute).
- A minimum of 10+ years of demonstrated experience applying technical processes to complex problems, managing intricate schedules, and delivering executive-level briefings.
- Technical & Domain Expertise:
- Mastery of client/agency policies, procedures, approval workflows, and validation processes.
- Deep knowledge of integrated software applications, program management tools (e.g., MS Project), and computer systems.
- Strong analytical, written, and verbal communication skills with a proven ability to lead cross-functional teams and drive collaboration.
- Familiarity with TSA/DHS vetting operational environments (e.g., Secure Flight, Credential Vetting, PreCheck®) preferred.
- Certifications (Preferred): PMP, Agile, or equivalent professional project management certification.
- Security Clearances/Suitability: Must meet TSA public trust/suitability requirements (e.g., Tier 2 Moderate Risk). Positions supporting IR&A at TSA HQ require an active Secret clearance.
Compensation and Benefits
The estimated compensation range for this position is between $100,722 and $125,902 annually. Actual salary is determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
