Hive Group is seeking a Digital Transformation Program Manager to support modernization across our customer’s Acquisition environment This role will lead digital transformation initiatives that improve enterprise financial workflows, implement digital services, enabling data integration, automation, and acquisition. The Program Manager will work closely with Portfolio leadership, federal stakeholders, and technical teams to enhance efficiency, promote standardization, and strengthen delivery across the AS enterprise.


Key Responsibilities:
  • Drive enterprise-wide digital, financial, and acquisition system modernization aligned with AS strategic priorities.
  • Translate modernization goals into actionable workstreams focused on digital payments, financial workflow improvements, automation, data integration, and procurement technology.
  • Support shared-service models that streamline processes and reduce duplication across an organization.
  • Oversee the lifecycle of technology-enabled solutions, including digital payment workflows, enterprise data/reporting capabilities, automations, and API-based integrations.
  • Ensure all solutions are compliant with federal financial, technology and acquisition standards.
  • Evaluate and integrate new tools that improve acquisition visibility, financial oversight, and enterprise service delivery.
  • Develop governance structures, KPIs, dashboards, and performance frameworks to strengthen enterprise oversight.
  • Lead roadmap planning for digital acquisition and financial modernization initiatives.
  • Serve as a strategic liaison across AAS program offices, OCFO partners, engineers, product teams, data leads, and compliance stakeholders.
  • Drive organizational performance improvements, enhance operational workflows, and support the maturation of enterprise services. Reinforce Hive’s enterprise support model and customer engagement strategy.
  • Enhance workflows, templates, governance models, and quality standards across the portfolio.
Qualifications:
  • Bachelor’s degree in business, finance, IT, or related field; advanced degree preferred.
  • 8+ years of program/project management experience, including 3+ years in federal acquisition, financial systems, or digital modernization.
  • Experience with GSA, OCFO, or federal procurement environments preferred.
  • Strong knowledge of digital acquisition tools, API integration, data governance, financial compliance, and enterprise PM.
  • Financial acumen in budgeting, forecasting, modeling, and ROI analysis.
  • Excellent communication skills with experience briefing senior government stakeholders.
Desired Qualifications:
  • Experience with federal acquisition systems, automation platforms, or enterprise financial modernization programs.
  • Certifications such as PMP, CSM, SAFe, FAC-P/PM, FAC- C-DS
  • Knowledge of AI/ML for acquisition analytics and risk modeling.
  • Familiarity with GSA’s Category Management, governance, and enterprise shared services models.
  • Experience developing dashboards, KPIs, or enterprise data models.

Compensation and Benefits 

The estimated compensation range for this position is between $125,000 and $175,000 annually, based on benchmarks in the Washington, D.C. area. This range reflects a good faith estimate for all experience levels. At Hive Group, salary decisions are influenced by several factors, including but not limited to the role, location, and the combination of education, training, skills, certifications, competencies, and relevant work experience.
