Budget and Strategy Coordinator (DHS Experience)
Summary:
We are seeking a talented and experienced Budget Formulation and Executive Strategy
Coordinator to provide expertise in the DHS Planning, Programming, Budgeting, and Execution (PPBE)
process. This role requires a blend of strategic thinking, budget formulation proficiency, and excellent
communication skills to support organizational objectives and federal budgetary requirements. This is a remote position.
Essential Responsibilities:
- Apply knowledge of DHS PPBE processes, including the development and management of key budget formulation artifacts such as:
- Resource Allocation Plans (RAPs)
- Program Decision Options (PDOs)
- Office of Budget and Management Justifications (OMBJs)
- Congressional Justifications (CJs)
- Support and respond to Appropriation Committees’ Technical Assistance requests.
- Collaborate with Congressional Appropriators, OMB Examiners, and DHS strategy teams, providing insight and recommendations.
- Facilitate alignment between appropriations processes and organizational strategies.
- Draft and deliver high-quality executive-level communications, including talking points and briefings, requiring minimal revisions.
- Employ creative, outside-the-box thinking to identify problems, evaluate alternatives, and recommend practical solutions.
- Integrate strategic initiatives with budget processes to drive organizational goals.
- Develop and implement technical roadmaps and strategies that tie budget considerations to overarching objectives.
- Support organizational change management efforts to ensure seamless adoption of new strategies and processes.
- Operate effectively in a fast-paced, dynamic environment, managing multiple priorities and deadlines simultaneously.
- Draft narratives and other supporting materials in alignment with federal PPBE processes, ensuring clarity and compliance.
- 5 years of experience with DHS Planning, Programming, Budgeting, and Execution (PPBE).
- Demonstrated expertise in working with DHS specific budget formulation artifacts and responding to appropriations related requests.
- Proficiency in drafting executive level communications with minimal revisions.
- Strong ability to think critically, solve problems creatively, and recommend actionable solutions.
- Demonstrated ability to align strategy with budget and contribute to the federal budget process through clear and compelling narratives.
