Position Summary

We are seeking a Program / Project Manager II (PPM II) to support TSA’s Office of Trusted Traveler & Credentialing (TTC). In this role, you will provide mid-to-senior level project management oversight across critical vetting, credentialing, and passenger screening programs, including TSA PreCheck®, Secure Flight, Universal Enrollment Services, and ICAM/Digital Identity. Serving as a key operational driver, you will lead project planning, monitor schedules and budgets, mitigate risks, align inter-departmental stakeholders, and deliver executive-level reporting to ensure program cost, schedule, and performance objectives are fully achieved in compliance with DHS Management Directive (MD) 102-01.

This position operates on a hybrid work schedule based out of Annapolis Junction, MD and TSA Headquarters in Springfield, VA. Candidates must be available to work on-site at assigned government facilities at least one day per week, with additional on-site days as needed to support in-person collaboration, meetings, and operational needs.

Key Responsibilities

  • Project Planning & Schedule Management: Develop, manage, and update the Project Management Plan (PMP), Integrated Master Schedule (IMS), Work Breakdown Structures (WBS), and associated baseline documentation.
  • Performance & Budget Monitoring: Track progress against established project baselines, cost/spending plans, milestones, dependencies, and deliverables.
  • Risk & Issue Governance: Establish and maintain risk registers, issue logs, and mitigation strategies; lead root cause and impact assessments across scope, schedule, and resources.
  • Stakeholder Coordination: Coordinate daily activities across Government leads, Section Chiefs, technical teams, external vendors, and inter-agency partners to align project deliverables with operational priorities.
  • Executive Reporting & Briefings: Prepare, deliver, and facilitate weekly/monthly status reports, executive dashboards, Program Management Reviews (PMRs), and In-Progress Reviews (IPRs).
  • Change Control & Quality Assurance: Manage change request logs, action item trackers, and decision logs; perform quality assurance reviews on programmatic artifacts before final delivery to government leadership.

Qualifications

  • Education: Bachelor’s degree from an accredited college or university in Business Administration, Project Management, Systems Engineering, Public Administration, or a related field.
  • Experience: Minimum 7 years of direct experience in project management, project lifecycle oversight, scope control, schedule tracking, and risk management.
  • Certifications (Preferred): PMP (Project Management Professional) or equivalent project management certification.
  • Security Clearance: Must pass TSA Personnel Security suitability requirements prior to performance kickoff.
  • Hands-on expertise managing project lifecycles, baseline schedules, resource tracking, and configuration/change management processes.
  • Advanced proficiency with MS Project, MS Excel, Word, PowerPoint, SharePoint/iShare, and status reporting dashboards.
  • Exceptional verbal and written technical writing skills with experience developing executive briefing decks and status reports for federal government leads.
  • Familiarity with DHS/TSA acquisition policies (e.g., DHS MD 102-01), federal privacy/Section 508 compliance, or government credentialing and vetting systems is a plus.

Compensation and Benefits

The estimated compensation range for this position is between $82,500 and $95,000 annually. Actual salary is determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
