We are seeking energetic, highly motivated, and analytical Small Business Program Analysts to provide comprehensive operational and strategic support at multiple locations, including Northern Virginia; Dahlgren, VA; Huntsville, AL; Colorado Springs, CO; and Albuquerque, NM. This critical role serves as a key bridge between federal organizations and the commercial industrial base. 

The successful candidate will lead defined work streams with a high degree of independence, managing data-driven initiatives such as market research, CRM database migrations, and tracking socioeconomic metrics. Additionally, this position directs the end-to-end execution of the agency's annual small business outreach strategy—overseeing public relations material clearance, managing event logistics, and administering mentor-protégé compliance. This high-visibility role offers an exceptional opportunity to truly own a diverse portfolio with a high degree of independence. You will directly shape the defense supply chain by spearheading a critical CRM modernization project, managing high-profile Mentor-Protégé agreements, and tracking metrics for Congressional reporting. Key Responsibilities

  • Interface directly with agency organizations to collect and analyze information regarding potential small business offerors and deliver comprehensive market research reports.
  • Develop, update, and maintain a comprehensive, searchable database (via Access, Excel, SharePoint, or an approved DBMS) tracking small and large business prime contractors, first-tier subcontractors, and capable small businesses.
  • Ensure monthly data updates including company contact details, UEI, DUNS, socioeconomic categories, and NAICS codes.
  • Generate semi-annual electronic maps tracking contract values and obligated dollars per state.
  • Migrate current database contents into an industry-leading Customer Relationship Management (CRM) system to streamline small business operations and measure return on investment (ROI) across outreach, mentor-protégé, and subcontracting activities.
  • Author a complete annual outreach plan paired with a Fiscal Year (FY) outreach calendar of events.
  • Gather, write, and clear articles through Public Affairs (PA); coordinate with production centers for printing, distribute physical copies to designated local facilities, and post electronic versions to the official agency website.
  • Process, develop, and maintain an inventory of outreach marketing materials cleared for public release prior to distribution at scheduled events.
  • Assist in the review processes for Mentor-Protégé (MP) applications, awards, closeouts, subcontracting plans, and individual subcontracting reports.
  • Organize and save all program deliverables on the small business shared drive; assist with coordinating, scheduling, and attending MP and subcontracting conferences and travel.
  • Communicate with stakeholders to gather compliance data across various stages of MP agreements and subcontracting plans for Congressional, DoD, and agency reporting.
  • Coordinate with event planners, secure travel approvals, manage booth registration, and oversee the transport, setup, and breakdown of displays to ensure readiness at the start of each event.
  • Staff promotional booths at outreach events in strict accordance with the approved FY Outreach Calendar.
  • Track small businesses contacted at events to update the Small Business Travel Dashboard; prepare semi-annual reports tracking year-to-date events attended and business touchpoints.
  • Prepare and submit detailed after-action reports within 5 business days of each event, highlighting total attendance, businesses contacted, and capable vendors.
  • Respond to small business inquiries in the outreach inbox within 2 business days and send follow-up emails to event leads within 5 business days.
  • Prepare agendas, briefings, surveys, spreadsheets, and correspondence following official agency style guides.
  • Track the action item spreadsheet to closure, and compile Historical Summary Reports and Internal Controls Assessments.
  • Update the Small Business Travel Dashboard monthly with actual travel expenditures and post the updated calendar to the internal agency portal.

Qualifications

  • Bachelor’s degree in Business Administration, Business Management, or a closely related field.
  • Minimum of five (5) years of direct experience working within a Department of Defense (DoD) Office of Small Business Programs or equivalent federal small business office.
  • Proven track record developing, preparing, and conducting small business training and educational initiatives.
  • Hands-on experience administering small business mentor-protégé programs, including a deep understanding of associated federal regulations and guidance.
  • Experience publicly presenting complex small business information and regulatory topics to industry partners.
  • Demonstrated experience leading or supporting comprehensive small business outreach activities and events.
  • Must possess and maintain an Active Secret Clearance.

Actual salary for these positions will be determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
