We are seeking a Business Analyst SME as part of a bid process associated with a Statement of Work. Candidates are encouraged to submit their information and resumes highlighting their relevant experience.

Position Responsibilities:

  • Conduct retrospective analyses, process reengineering, implementation planning, organizational design, and organizational impact assessments. 
  • Proactively develop strategies and make recommendations for improvement opportunities, including policy/guidance development, ideation, and operations. 
  • Implement Lean and Agile frameworks, measuring impact through performance metrics and user satisfaction tailored to USCIS operational needs.
  • Develop and refine Agile tools, roadmaps, preparation of studies, and governance models. Collaborate with USCIS to understand and address new requirements/opportunities for both products, features, and processes. 
  • Work products will facilitate understanding (comprehensive, timely notes posted, and transparency) and action (project plants, implementation schedules, roles, and responsibilities). Establish prioritization mechanisms for backlog grooming and sprint planning, with transparent reporting.
  • Facilitate successful in-person and remote meetings, special projects, and initiatives. 
  • Provide predictive modeling and workload forecasting, measuring accuracy and impact on decision-making.
  • Provide analytical knowledge and techniques regarding business process, workload/staffing modeling, and exploration and predictive analytics, including the Staffing Allocation Model (SAM) tools to assess efficiency gains and staffing changes. 
  • Develop and track KPIs, providing data-driven recommendations for continuous improvement. 
  • Develop implementable project metrics with data driven collection plans to project the Return on Investment (ROI) of a proposed initiative to enable data driven prioritization and decision making, determine source data and baseline current state, and quantify that impact post implementation to enable lessons learned and continued improvement. 
  • Use collected customer experience data to develop systems, programs, and process improvements to customer and user experiences. 
  • Build interactive dashboards with real-time performance data to enhance transparency and decision-making. 
  • Develop business intelligence dashboards using tools such as Tableau, Power BI, Python and Databricks. 
  • Expand on summary statistics using Tableau to run new and existing deterministic and probabilistic models addressing eligibility, risk, and complexity screening protocols. 
  • Incorporate advanced statistical techniques (i.e., machine learning and hierarchical regression), where it is appropriate to use a statistical model to infer future results. 
  • Conduct trend analysis and impact assessments to optimize operational efficiency. 
  • Hold meetings and workshops with SMEs to understand data collection, analyses. 

Required Qualifications

  • Bachelor’s degree in Business, Information Systems, or related field. 
  • Minimum of 8 years of experience as a business analyst or SME, with at least 5 years supporting federal programs in areas such as process optimization, requirements analysis, and system integration. 
  • Expertise in requirements gathering, process mapping, and workflow optimization. 
  • Strong understanding of Agile methodologies, testing, and system deployment. 
  • Ability to translate complex technical concepts into actionable business solutions. 

Preferred Qualifications

  • Certified Business Analysis Professional (CBAP), Agile Certified Practitioner (PMI-ACP), or equivalent preferred.
