Job Summary

Hive Group LLC, an award-winning government contractor is currently seeking a Contracts & Compliance Manager for a direct hire opportunity, for our client’s headquarters office in Maryland.
Candidates MUST reside in the DC, Maryland, Virginia area, in order to be considered.


Position Description

The position will support our client’s legal team and report directly to their Senior General Counsel. This individual will perform compliance & contract management functions for a uniquely varied set of contracts with clients from US federal, state, local, and international governments. The supported projects will include IT services, software development, and hosting/cloud-based delivery contracts. Experience includes significant technical knowledge and experience with highly complex contractual arrangements, as well as the ability to perform in complex cross-functional business environments. Qualified candidates must have previous experience with a wide variety of US federal, state, and local government entities and with various contracting vehicles, including: GWACs, GSA Schedules, BPAs, IDIQs, MSAs, NDAs, license agreements, and Teaming Agreements. Qualified candidates must know multiple Federal regulations, such as ITAR, EAR, and Federal reporting requirements, i.e., (SAM.Gov and GSA).

NOTE:
This position will be primarily remote with (1 day) required in the office per week. *Candidates must reside in the Washington, DC, VA (or) MD, area to be able to come to the office location in Maryland.

Key Job Duties & Responsibilities:

  • Responsible for overall risk mitigation and compliance integrity; identify risks and provide recommendations for risk mitigation
  • Provide oversight, tracking, and monitoring of contract compliance obligations via manual tracking mechanisms and automated Compliance Tracking System 
  • Experience with using Contract Management System 
  • Support the implementation and execution of multiple company contract compliance requirements Work cross-functionally to justify and seek the agreement of other parties on compliance practices, policies, and standards
  • Tactically support the requirements identified within the site Statement of Work (SOW) and be responsible for maintaining and working to those sites' budgets
  • Develop and ensure execution of corrective action plans
  • Function under minimal direction and guided by specific objectives or statements from contracts, SOW, contract deliverables, and outcome metrics
  • Support unit objectives, work plans, and schedules and ensure established requirements and assignments are completed
  • Management of change - coordinate with site stakeholders to implement process changes affecting cross-functional groups
  • Prepare monthly and quarterly compliance reports to include GSA, eSRS, BEA, EEO, etc.
  • Responsible for contract and subcontract administration aspects for contracts with government and commercial entities, including contract modifications, Statement of Work changes, and contract review
  • Experience with a fixed price, time & materials, and cost-plus-fixed-fee contracts
  • Maintained contractual records and documentation, prepared status reports, and assisted with responding to internal/external audit inquiries
  • Oversee daily activities, compliance, and reporting of the Contract Management System
  • Assist with drafting subcontractor agreements and modifications
  • Assist with RFP reviews when necessary

Key Qualifications:

  • US Citizenship
  • A JD with four years of experience or Contract Managers with a minimum of 15 years of experience, preferably with a large corporation working in government contracting. This experience must include a background in federal and state government compliance
  • Extensive knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable federal & state compliance and regulatory requirements
  • In-depth knowledge and experience in various Government contracting types (e.g., FP, CPFF, IDIQ, T&M) and commercial contracting arrangements (e.g., MSAs, Teaming, Non-Disclosure, Consultant, Sub-contracts, Letters of Engagement)
  • Experience working with ITAR/EAR compliance; CMMC, FedRAMP, GSA Schedule Commercial Item procurements with emphasis on IT 54151S Schedule (IT 70 Schedule); Intellectual Property protection; teaming agreements, NDA and Master Service Agreements negotiations and processing, and participation in various proposal reviews
  • Ensure compliance with Export control regulations and oversee/manage the employee ITAR onboarding process
  • Ability to directly and professionally interact and/or negotiate with government acquisition personnel, prime customers, and teaming partner personnel when necessary
  • Must have excellent analytical skills, effective written and oral communication skills, practical negotiation skills, and strong interpersonal skills
  • Excellent time management skills. Capable of managing multiple priorities and short deadlines
  • Ability to interface with Senior corporate management, customer/supplier executive management; and public agency executives

Qualifications that are PLUS!

  • JDs are Preferred
  • Experience with CFR part 810 – Nuclear/DOE compliance matters is a plus!
  • Experience with Canadian/International government compliance is a plus!
  • Professional certification is a plus!
  • Canadian/International government compliance is a plus.

Educational Requirements:

  • A bachelor’s degree or foreign equivalent is required from an accredited institution. (Client will consider three years of progressive, relevant work experience instead of every year of education
  • Candidates that have completed a master’s degree program, are strongly preferred
