Position Overview
The Junior Contract Support Specialist provides acquisition and administrative support to assist the Veterans Affairs (VA) Network Contracting Office (NCO 9) with cradle-to-grave contracting functions. The specialist will work under the direction of senior contracting personnel, supporting the preparation, review, and processing of procurement documentation in accordance with the Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (VAAR), and VA policy.
This position is primarily remote, however, travel is required to the nearest VA Medical Center for onboarding tasks such as fingerprinting, PIV credentialing, and issuance of Government Furnished Equipment (GFE).

Key Responsibilities:
- Support pre-award and post-award contracting activities for a variety of procurement actions.
- Conduct document reviews for completeness, accuracy, and compliance with acquisition standards.
- Assist with market research, data entry, and development of procurement documentation such as Purchase Requests (PRs), Justifications, and Determinations & Findings (D&Fs).
- Prepare solicitation and award documentation under guidance from Contracting Officers (COs).
- Support the preparation and review of Independent Government Cost Estimates (IGCEs) and contract files.
- Track contract deliverables, option renewals, and reporting requirements.
- Assist in the preparation of contract closeout documentation including invoices, release of claims, and completion certificates.
- Utilize electronic systems such as eCMS, FPDS-NG, SAM.gov, and CPARS to process and manage acquisition records.
- Collaborate with contracting staff and program offices to resolve administrative issues and ensure timely completion of contracting milestones.
- Education: Bachelor’s degree or 24 semester hours in business-related fields (e.g., accounting, finance, law, contracts, purchasing, marketing, management).
- Experience: Minimum of two (2) years of federal contracting experience within the last five (5) years.
- Understanding of the FAR, VAAR, and acquisition documentation processes.
- Ability to prepare and review procurement documents and forms.
- Ability to support post-award administration, contract closeout, and quality assurance surveillance.
- Must have a working knowledge of the following systems and applications:
- MS Teams, Word, Excel, Outlook, PowerPoint, Internet Explorer, and Edge

- System for Award Management (SAM.gov)

Compensation and Benefits
The estimated compensation range for this position is between $60,000 and $70,000 annually, based on benchmarks in the Washington, D.C. metropolitan area. This range reflects a good faith estimate for all experience levels.
