We are seeking a highly analytical and detail-oriented Program / Project Management Specialist to serve as a central hub for our division’s Testing & Evaluation (T&E) operations supporting TSA - TED.  In this role, you will be responsible for developing and synchronizing Integrated Master Testing Schedules (IMTS) that align complex cost, schedule, and performance data across multiple branches.

The ideal candidate will bridge the gap between technical testing data and executive-level decision-making. You will maintain high-visibility dashboards, identify programmatic risks, and provide the transparency needed to mitigate delays across the system lifecycle. This is a critical position that ensures strategic priorities are effectively communicated to stakeholders and that resources—from facilities to finances—are optimized to meet mission objectives.

Job Description

  • Develop, implement, and maintain Agency-specific test schedules. 
  • Integrate the Master Schedule to align cost, schedule, and performance data, enabling risk mitigation and identification of schedule delays.
  • Maintain Executive Dashboards and database tools to track priorities, action items, and financials. 
  • Analyze financial and programmatic trends to identify risks and improve the division’s operational efficiency.
  • Incorporate testing inputs into the Integrated Master Schedule (IMS).
  • Track enterprise-level delays and responsible parties to ensure transparency and facilitate timely corrective actions.
  • Maintain executive-level trackers for project costs, schedules, and requirements.
  • Monitor facility operations and test event snapshots to ensure appropriate resource allocation across all T&E activities.
  • Prepare and communicate weekly/monthly status reports detailing performance metrics aligned with budget and programmatic objectives. 
  • Provide recommendations to enhance strategic priority messaging.
  • Manage weekly T&E meeting support and communication activities. 
  • Coordinate with stakeholders to align division inputs with overarching programmatic priorities.

Qualifications

  • A bachelor’s degree is required.
  • Minimum of 4 years of experience with three years in a program/project management role.
  • Must be familiar with the development and maintenance of SharePoint.
  • Must be proficient in Excel; specifically proficient with Pivot Tables and VBA/MACROS.
  • Familiar with the Power BI platform.

Compensation and Benefits

At Hive Group, salary decisions are influenced by several factors, including but not limited to the role, location, and the combination of education, training, skills, certifications, competencies, and relevant work experience.The estimated compensation range for this position is between $65,000 - $80,000 annually, based on benchmarks in the Washington, D.C. metropolitan area. This range reflects a good-faith estimate for all experience levels.
