Project Management Consultant - Communication Management

We are seeking a Communication Management Subject Matter Expert (SME) to serve as a vital link between our technical testing operations and high-level government oversight in support of TSA-TED.
This role requires the employee to act as a strategic advisor to division leadership, transforming complex testing data and innovation roadmaps into authoritative narratives for the Department of Homeland Security (DHS), Office of Management and Budget (OMB), and Congress. This role requires a critical architect of the client’s public and internal image, ensuring that technical advancements in cost-reduction and fielding efficiency are clearly understood by stakeholders at the highest levels."
Job Description
- Serve as a Subject Matter Expert (SME) for division leadership, providing strategic communication support for high-level messaging and stakeholder engagement.
- Manage responses to Assistant Program Manager level inquiries regarding the implementation of testing innovations and future process/capability enhancements.
- Coordinate with leadership to communicate technical roadmaps that aim to reduce the cost and time required to field new capabilities.
- Act as a strategic bridge between technical teams and leadership to ensure consistent messaging regarding testing-related advancements.
- Direct the compilation and analysis of technical testing data to support informed decision-making across the division.
- Draft and manage official responses to formal Requests for Information (RFIs) from oversight agencies, including DHS, OMB, and Congress.
- Translate complex testing metrics into clear, concise narratives for executive and legislative audiences.
- Ensure the integrity and accuracy of technical data used in high-stakes messaging to ensure regulatory compliance and organizational transparency.
Qualifications
- A bachelor’s degree is required.
- Minimum of 10 years of experience in business and/or government consulting.
- Must be familiar with the development and maintenance of SharePoint.
- Must be proficient in Excel; specifically proficient with Pivot Tables and VBA/MACROS.
- Familiar with the Power BI platform.
Compensation and Benefits
At Hive Group, salary decisions are influenced by several factors, including but not limited to the role, location, and the combination of education, training, skills, certifications, competencies, and relevant work experience.
The estimated compensation range for this position is between $125,000 - $140,000 annually, based on benchmarks in the Washington, D.C. metropolitan area. This range reflects a good-faith estimate for all experience levels.
