Position Overview
The Senior Contract Support Specialist (SCS) serves as a senior acquisition advisor to the VA’s Network Contracting Office (NCO 9), providing expert-level cradle-to-grave contracting support. The SCS leads complex procurements across service, construction, and leasing requirements, ensuring full compliance with FAR, VAAR, and federal policy. This role provides mentorship and technical guidance to junior acquisition staff and supports the Contracting Officer with high-level acquisition strategy and execution.
This position is primarily remote, however, travel is required to the nearest VA Medical Center for onboarding tasks such as fingerprinting, PIV credentialing, and issuance of Government Furnished Equipment (GFE).

The SCS leads complex procurements across service, construction, and leasing requirements, ensuring full compliance with FAR, VAAR, and federal policy. This role provides mentorship and technical guidance to junior acquisition staff and supports the Contracting Officer with high-level acquisition strategy and execution.

Key Responsibilities:
- Lead the planning, coordination, and execution of complex federal procurements.
- Provide acquisition strategy recommendations and prepare pre-award documentation (e.g., SOWs, PWSs, solicitations, evaluation criteria).
- Conduct cost/price analysis and develop price reasonableness recommendations.
- Draft contract modifications, supplemental agreements, and contract termination documentation.
- Oversee post-award administration, including monitoring contractor performance and compliance.
- Review and recommend refinements to source selection evaluation criteria.
- Prepare justification and approval (J&A) documentation and assist with Congressional reporting requirements when applicable.
- Provide guidance on specialized contract types (construction, AE, leasing, healthcare, and complex services).
- Perform data analysis, market research, and gap analysis to support acquisition decisions.
- Mentor mid-level and entry-level specialists to build team capability and consistency.
- Education: Bachelor’s degree or 24 semester hours in business-related fields (e.g., accounting, finance, law, contracts, purchasing, marketing, management).
- Experience: Minimum of five (5) years of relevant experience (within the last seven years) supporting complex acquisitions.
- Certifications: FAC-C (Level II/III or Professional) or DAWIA Level III in Contracting preferred.
- Expert understanding of FAR, VAAR, GSAM, and related federal procurement laws.
- Experience with complex contract types (service, construction, AE, and leasing).
- Ability to provide senior-level advisory support and acquisition leadership.
- Proficiency in eCMS, CPARS, FPDS-NG, and other government procurement systems.
- Must have a working knowledge of the following systems and applications:

- Google Chrome

Compensation and Benefits
The estimated compensation range for this position is between $90,000 and $100,000 annually, based on benchmarks in the Washington, D.C. metropolitan area. This range reflects a good faith estimate for all experience levels.
