Senior Project Management Consultant I
Position Summary
We are seeking a Senior Project Management Consultant I to provide high-level subject matter expertise, strategic guidance, and executive project management support to TSA’s Office of Trusted Traveler & Credentialing (TTC). In this role, you will advise agency leadership and program directors on complex, enterprise-wide initiatives spanning passenger pre-screening and transportation worker vetting programs (e.g., Digital Identity/ICAM, Knowledge Management, TSA PreCheck®, and Fee Compliance & Governance). Serving as a trusted advisor, you will lead high-level program evaluations, guide complex policy and process implementations, oversee major deliverable development, and optimize alignment with DHS Management Directive (MD) 102-01.
This position operates on a hybrid work schedule based out of Annapolis Junction, MD and/or TSA Headquarters in Springfield, VA. Candidates must be available to work on-site at assigned government facilities at least one day per week, with additional on-site days as needed to support in-person collaboration, high-level meetings, and operational needs.
Key Responsibilities
- Strategic Planning & Strategic Advisory: Provide high-level expert advice, strategic planning, and operational counseling to government leadership across major TTC program initiatives.
- Enterprise Project Management: Manage complex program scopes, inter-project dependencies, master schedules (IMS), integrated master plans (IMP), and executive-level governance frameworks.
- Policy & Oversight Support: Conduct policy and process analysis, technical writing, and oversight reviews to ensure alignment with DHS/TSA acquisition directives, privacy policies, and records management standards.
- Executive Briefings & Deliverables: Develop, review, and deliver high-impact program documentation, white papers, decision papers, Program Management Reviews (PMRs), and briefings for agency directors.
- Stakeholder & Governance Alignment: Coordinate across inter-agency stakeholders, technical teams, section chiefs, and third-party vendors to resolve critical risks, dependencies, and operational roadblocks.
- Quality Assurance & Program Control: Establish and oversee quality management methodologies, risk mitigation strategies, performance metrics, and cost/budget execution monitoring.
Qualifications
- Education: Master’s degree from an accredited institution in Business Administration, Public Policy, Systems Management, Engineering, or a related field.
- Experience: Minimum 10 to 12 years of relevant experience providing senior-level subject matter expertise, strategic advice, and project management support for federal programs.
- Certifications (Preferred): PMP (Project Management Professional), PfMP, or equivalent senior management credentials.
- Security Clearance: Must pass TSA Personnel Security suitability requirements prior to performance kickoff.
- Strategic & Analytical Expertise: Proven capability in executive-level decision support, strategic roadmapping, program policy evaluation, and complex risk management.
- Domain Expertise: Prior experience in government vetting, credentialing, digital identity/ICAM, knowledge management, or financial/fee governance programs is highly desired.
- Advanced Communication: Master-level technical writing, editing, and briefing skills with a demonstrated ability to present to senior executive government leadership.
- Tools & Compliance: Deep familiarity with DHS/TSA acquisition frameworks (DHS MD 102-01), federal privacy standards, and tools such as MS Project, PowerPoint, Excel, and SharePoint.
Compensation and Benefits
The estimated compensation range for this position is between $107,000 and $124,000 annually. Actual salary is determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
