Hive Group is seeking an experienced and highly capable Program Manager with over 10 years of
expertise in managing large, complex programs. The Program Manager will lead efforts supporting the
Transportation Security Administration’s (TSA) Human Capital (HC) Modernization Division. This
individual will ensure the successful delivery of communications, training, and knowledge management
support services while aligning with TSA’s mission of transportation security excellence.
The ideal candidate has a strong background in human capital project management, exceptional
communication skills, and a proven ability to coordinate with stakeholders and executives.
Work Location: Primarily remote, with ad hoc meetings required at TSA Headquarters in Springfield, VA.

Compensation and Benefits
The estimated compensation range for this position is between $125,000 and $175,000 annually, based on benchmarks in the Washington, D.C. metropolitan area. This range reflects a good faith estimate for all experience levels. Key Responsibilities:
- Oversee all project management tasks, including tracking requirements, maintaining detailed project listings, and ensuring compliance with DHS Acquisition Directives and TSA standards.
- Develop and maintain project management plans, schedules, cost estimates, risk assessments, and change management plans.
- Provide regular updates to government stakeholders on project status, deliverables, and key milestones.
- Create and implement communication strategies for internal and external stakeholders.
- Develop content, such as newsletters, memos, and presentations, tailored to various audiences, including TSA executives and staff.
- Organize and facilitate knowledge-sharing events, such as seminars, webinars, and conferences, ensuring alignment with TSA objectives.
- Maintain document version control and ensure the accuracy and accessibility of all materials in TSA-approved repositories.
- Design and deploy training materials and job aids to meet TSA’s Human Capital needs.
- Coordinate and schedule training sessions, track participation, and manage completion records.
- Support virtual and in-person training sessions, ensuring compliance with TSA standards.
- Ensure timely submission of all required deliverables, including monthly reports, annual reports, meeting minutes, and final project summaries.
- Develop and maintain quality control plans, ensuring consistency, timeliness, and adherence to project standards.
- Prepare transition plans for handover at the end of the contract, incorporating lessons learned and best practices.
Required Qualifications:
- Bachelor’s degree in Business, Human Resources, or a related field; Master’s degree preferred.
- 10+ years of program management experience, preferably in a federal government or human capital environment.
- Expertise in DHS Acquisition Directives (AD) 102-01, Homeland Security Acquisition Manual (HSAM), and related policies.
- Proven ability to lead complex projects, manage requirements, and deliver results on schedule.
- Strong communication and presentation skills, with experience briefing executives and senior management.
- Proficiency in knowledge management and document control tools.
- Experience with TSA or DHS human capital processes and technologies is preferred.
